As with many regulations, the usefulness and necessity may not always be immediately clear. For example, they can be surrounded by a lot of bureaucracy and apparently useless administration. Yet safety is becoming increasingly important.

Today, it is increasingly important to demonstrate to government, insurance and investors that crew is qualified and competent. That it can be proven that everyone was present during the exercises on board. Or that the crew has the correct papers.
